About Broward County Transportation Surtax (MAP Broward)
Broward County has a detailed, 30-year Mobility Advancement Program to implement the local 1% Transportation Sales Surtax approved by voters in November 2018: The Penny for Transportation.
The Mobility Advancement Program– MAP Broward — describes the 30-year project-based plan including transit, public works, and municipal projects. Project types include but are not limited to road and bridge improvements, congestion management strategies, mobility innovations, pedestrian and bicycle facilities, transportation system studies, operations & maintenance of existing service and infrastructure, transit service enhancements, capital investments, and support services used to operationalize the program.
MAP Broward's 5 Goals
The 30-year transportation surtax program goals are as follows:
- Reduce gaps in transportation facilities (roads, sidewalks, bike lanes, etc.)
- Build out the fiber optic network to expand the framework for mobility innovations
- Engage the public about how surtax funds are used
- Coordinate across agencies and entities involved in transportation
- Improve transportation wayfinding
- Help connect vehicles to each other and to infrastructure

- Make premium transit investments (bus rapid transit and light rail transit)
- Fund existing paratransit system
- Provide capital and operating costs for Municipal Community Shuttles
- Acquire sustainable, low/no emission vehicles
- Improve amenities on fixed route transit service
- Enhance safety, reliability, and accessibility across public transit

- Actively manage the traffic system
- Install and evaluate performance of Adaptive Traffic Control Systems
- Study, design, and deliver intersection improvements
- Synchronize traffic lights and improve timing
- Widen roads
- Increase traffic flow and reduce bottlenecks

- Expand facilities for walking, bicycling, transit, and micromobility
- Implementing traffic calming strategies to improve safety
- Study, design, and implement multimodal facilities
- Improve safety of multimodal travel options
- Install innovative technologies for pedestrian-scale safety analyses

An overall program goal of 30% for local business participation benefits certified small businesses registered in Broward County.
- Ensure surtax dollars benefit local communities, businesses, and employment. Keeping local dollars working in our local economy!
- Use the local dedicated source of revenue to leverage funds from state and federal sources
- Create direct, indirect, and induced jobs in many sectors, including high-wage industries, (e.g., anticipating 30,000 new jobs over 30 years)
